Method
Prepare the Cake
- Preheat the oven to 350°F (175°C). Grease and flour a cake pan.
- In a mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add egg, milk, oil, and vanilla extract to the dry ingredients. Mix until well combined.
- Stir in boiling water until the batter is smooth.
- Pour the batter into the prepared cake pan and bake for 25 minutes or until a toothpick comes out clean.
Make the Frosting
- In a mixing bowl, beat the softened butter until creamy.
- Gradually add powdered sugar, mixing well after each addition.
- Add heavy cream and vanilla extract, and beat until fluffy.
- Mix in blue food coloring until desired color is achieved.
Assemble the Cake
- Once the cake is cool, slice it in half horizontally to create two layers.
- Spread frosting between the layers and on top of the cake.
- Decorate the top with edible glitter and candy fish.
