Ingredients
  

Cake Batter
  • 1 cup all-purpose flour
  • 1 cup granulated sugar
  • 1/2 cup unsweetened cocoa powder
  • 1 tsp baking powder
  • 1 tsp baking soda
  • 1/2 tsp salt
  • 1 large egg
  • 1/2 cup milk
  • 1/4 cup vegetable oil
  • 1 tsp vanilla extract
  • 1/2 cup boiling water
Frosting
  • 1 cup unsalted butter softened
  • 4 cups powdered sugar
  • 1/4 cup heavy cream
  • 1 tsp vanilla extract
  • 2 tbsp blue food coloring for ocean effect
Decorations
  • 1 cup edible glitter for decoration
  • 1 cup candy fish for topping

Method
 

Prepare the Cake
  1. Preheat the oven to 350°F (175°C). Grease and flour a cake pan.
  2. In a mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add egg, milk, oil, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Stir in boiling water until the batter is smooth.
  5. Pour the batter into the prepared cake pan and bake for 25 minutes or until a toothpick comes out clean.
Make the Frosting
  1. In a mixing bowl, beat the softened butter until creamy.
  2. Gradually add powdered sugar, mixing well after each addition.
  3. Add heavy cream and vanilla extract, and beat until fluffy.
  4. Mix in blue food coloring until desired color is achieved.
Assemble the Cake
  1. Once the cake is cool, slice it in half horizontally to create two layers.
  2. Spread frosting between the layers and on top of the cake.
  3. Decorate the top with edible glitter and candy fish.
